BJP mulls permanent national commission for denotified tribes

**BJP Backs Proposal for National Commission to Empower Denotified, Nomadic, and Semi-Nomadic Tribes**

*New Delhi:* The Bharatiya Janata Party (BJP) has expressed support for the establishment of a national-level permanent commission dedicated to the welfare of thousands of denotified, nomadic, and semi-nomadic tribes across India. A formal decision on the matter is expected following a scheduled meeting between leaders of the BJP’s OBC Morcha and top government officials, including Prime Minister Narendra Modi and Home Minister Amit Shah.

K Laxman, president of the BJP’s OBC Morcha, told this newspaper that the party is firmly committed to the empowerment of denotified communities, many of whom were previously classified under Other Backward Classes (OBC) categories. “The OBC Morcha has received numerous requests to help integrate several denotified communities into the mainstream of development,” he stated.

Laxman emphasized the Morcha’s support for the creation of a national-level permanent constitutional commission that mirrors existing national commissions to ensure the welfare of the country’s thousands of denotified tribes.

**Demographics and Challenges**

According to sources, approximately 22 crore people belong to various denotified, semi-nomadic, and nomadic tribes throughout India. These communities typically migrate from one region to another year-round. Many are engaged in livelihood activities such as selling handmade goods by the roadside and performing traditional rope tricks.

An official highlighted that despite their presence, numerous members of these communities remain excluded from benefits like housing schemes, ration distribution, and other welfare programs.

**Call for Separate Census**

Laxman advocated for conducting a separate census of denotified communities alongside the upcoming national census to accurately capture their current population and socioeconomic status.

“The OBC Morcha plans to request a meeting with Prime Minister Narendra Modi and Home Minister Amit Shah soon, aiming to press for these demands,” he added. According to Laxman, bringing these communities into a more stable and economically empowered life will significantly contribute to the country’s overall economic growth.

**Historical Context: The Criminal Tribe Tag**

During British colonial rule, many of these tribes were unjustly labeled as “criminal tribes” under the Criminal Tribes Act due to their resistance against colonial exploitation, particularly in forested areas.

This oppressive legislation was repealed in 1952, following India’s independence, and these communities were subsequently de-notified, shedding the stigmatizing label but still facing socio-economic challenges.
