Step 1: Repair the Generator at the Power Generation Complex
To begin the quest, head to the western portion of the Power Generation Complex located on Dam Battlegrounds. Your first task is to repair a generator and then turn on the power at a nearby ventilation shaft.
Although this sounds straightforward, the area is fairly high-traffic and guarded by a Rocketeer and support ARC roaming nearby, so proceed with caution.
Start by going to the westernmost part of the Complex. Enter through the door beneath the upper platform near the stairs. Directly across from you, go through the door, down the hallway, pass one more door, descend some stairs, and enter the door on your left.
Once inside the generator room, continue left past the first generator. Interact with the glowing yellow pipes on the second generator to begin repairs. Remember, you need to have at least four Wires in your inventory to repair the generator.
Completing this repair finishes the first phase of the quest.
Step 2: Turn On the Power at the Nearby Ventilation Shaft
After repairing the generator, return to the surface and locate a nearby broken ventilation shaft. The power switch you need is situated underneath the stairs inside the shaft.
The easiest way to find this ventilation shaft is to set a waypoint and head east from the North Complex Elevator extraction point. Look for the tall building with a broken roof.
Be sure to avoid the Rocketeer as you approach. Once inside the ventilation shaft, go down the stairs and locate the power switch. Flipping this switch will complete the Flickering Threat quest.
