Mumbai: CIDCO To Commence Infra Works Of TPS 2-7 In NAINA From Oct 5

The City and Industrial Development Corporation (CIDCO) is set to commence infrastructure works amounting to Rs 2550.58 crore within Town Planning Scheme (TPS) II and VII of the Navi Mumbai Airport Influence Notified Area (NAINA).

Prime Minister Narendra Modi will perform the bhoomipujan (groundbreaking ceremony) of these works during his visit to the city on October 5. On this occasion, he will inaugurate and launch various infrastructure projects in Navi Mumbai.

### Scope of Works in NAINA

The development works in NAINA include integrated infrastructure development such as 60-meter and 45-meter wide roads and the construction of multiple minor and major structures. Among these are flyovers, bridges, vehicular underpasses (VUP), pedestrian underpasses (PUPs), and allied electric works like street lighting.

A senior CIDCO official elaborated on the project:
– Nine flyovers are planned for construction within NAINA TPS II and VII.
– Additionally, 12 minor bridges, 26 pedestrian underpasses, and one vehicular underpass will be developed by L&T Infrastructure, the appointed contractor for the project.

The project also includes extensive road work:
– A total of 17.59 km of roads will be constructed, comprising 3.71 km of 60-meter-wide roads, 13.28 km of 45-meter-wide roads, and 0.6 km of 30-meter-wide roads.
– Infrastructure for 26.66 km of storm water drains and utility trenches, 32.93 km of water supply network, and 25.768 km of sewerage network will also be undertaken.

### Project Timeline and Tender Details

When asked about the project timeline, the CIDCO official confirmed that the works are expected to be completed within 36 months from the date of the bhoomipujan.

Tenders for carrying out these developments were issued by CIDCO in March 2024.

### Area Coverage and Planning Details

NAINA spans 174 villages located within a 25 km radius of the proposed Navi Mumbai International Airport (NMIA). However, CIDCO will not be developing gaothans (village settlements) as these areas already have existing habitats and do not require further planning intervention.

Out of the 174 villages, 80 fall under the jurisdiction of the Mumbai Metropolitan Region Development Authority (MMRDA), which is responsible for the development of certain areas, mainly along the Mumbai Trans Harbour Link (MTHL).

CIDCO has finalized 12 Town Planning Schemes (TPS) to develop NAINA. The infrastructural development of TPS 1 is complete, while the tender finalization process for TPS 8 to 12 is ongoing.

### Environmental Clearance and Development Control

While granting environmental clearance for the proposed NMIA, the Ministry of Environment, Forests & Climate Change (MoEF&CC) imposed a significant condition on CIDCO. It directed CIDCO to revise and recast the masterplan and development plan of Navi Mumbai in view of the airport development. The ministry also emphasized that no unplanned or haphazard growth should occur around the airport area.

### Land Acquisition and Land Pooling

The project does not involve any land acquisition in the traditional sense. Instead, it proposes a land pooling model wherein villagers contribute their land for development.

Under this model, CIDCO — the special planning authority for the project — retains 60% of the pooled land for infrastructure development. The remaining 40% is returned to the project-affected villagers, who receive it with an increased Floor Space Index (FSI) of 2.5. As a result, CIDCO is not required to pay any monetary compensation to the villagers.

This ambitious infrastructure initiative is set to transform Navi Mumbai and support the development around the upcoming international airport, enhancing connectivity and urban planning in the region.
